Maintenance Manual
The purpose of this manual is to outline the business processes by which the Office of Housing manages the maintenance of Office of Housing properties.
The Office of Housing has responsibility for the maintenance of all properties owned by the Director of Housing, community-managed properties, movable units leased to clients and properties leased from private owners.
The types of Maintenance or repair works carried out on public housing property are:

Responsive Maintenance

Minor Capital Works
-
Programmed Works.
In addition to the above maintenance works, the Office of Housing has responsibility for fencing repairs or replacements in properties which have fences.

Chapter 1 Tenancy Condition Report
A tenancy condition report (TCR) is completed to record the condition of a property at the start and end of each tenancy. This chapter describes the purpose of the TCR, and how the Office of Housing manages its use in public housing property maintenance.

Chapter 2 Vacant Unit Maintenance
Vacant unit maintenance is carried out on vacant public housing properties prior to letting them to approved applicants. This chapter covers the types of maintenance works for vacant properties, and the processes for arranging for the works to be completed.

Chapter 3 Responsive Maintenance
Responsive maintenance is day-to-day maintenance or repairs carried out on tenanted or vacant properties in response to requests for such works, to restore an amenity or component to its working condition. Office of Housing staff are responsible for determining the type of maintenance works required, whether they are urgent or not urgent, and to make arrangements for the appropriate type of maintenance to be completed.

Chapter 4 Minor Capital Works
Minor capital works are carried out on tenanted or vacant properties, generally in response to requests for such works. These works may result in an improvement in the condition of the property or its amenities. This chapter outlines the types of minor capital works and the Office of Housing's processes in arranging for the works to be completed.

Chapter 5 Fencing
The Office of Housing contributes to the maintenance or replacement of party/dividing fencing in accordance with the provisions of the Fences Act 1968. This chapter aims to ensure that appropriate actions are taken in relation to all fencing requirements, including new fencing, fencing repairs, and part or total replacements to fencing.

Chapter 7 Contractor Payment
This chapter sets out the procedures for payments made by the Office of Housing to the maintenance contractors, in accordance with the Property Maintenance Services contract which contractually and legally binds both parties.
