Norlane regeneration project

From left to right: John Eren MLA, Member for Lara; Minister Richard Wynne MP, Minister for Housing; Gayle Tierney MLC, Member for Western Victoria; Bryce Nicholson, Colbrico Pty Ltd.In May 2007 a $40 million funding announcement by Acting Premier Thwaites and Housing Minister Wynne signalled regeneration of housing in the Norlane area with the construction of 200 new homes in Norlane and upgrade works to a further 100 homes.

Upgrade program

The upgrade works to 100 public housing properties involves a range of work depending on the individual home and may include painting, carpeting and minor repairs to make homes more comfortable.

The Office of Housing is working with local social enterprise CREATE@Work to maximise employment and training opportunities for local residents.

Upgrades of 30 homes were completed by the end of June 2008. Upgrades of a further 40 homes will be completed by the end of June 2009.

Stage 1 redevelopment

In stage 1 a mix of one, two and four bedroom public housing properties will be built using vacant allotments around Norlane.

These new homes will incorporate environmentally sustainable features to enable reduced energy usage and cost to tenants.

Sites for the 40 new homes in the first stage have been identified and following finalisation of designs and gaining town planning approvals construction commenced in June 2008.

Stage 2 redevelopment

In stage 2 the delivery of the remaining 160 homes will involve the identification of appropriate sites that can be used to construct a mix of private, social and public housing dwellings.

These sites will be created from a mix of vacant blocks, in some cases together with dwellings that no longer provide the required level of amenity and accommodation.

Consultants are in the process of preparing a feasibility report to ensure delivery of the optimum level of affordable and sustainable housing in the second stage.

The Community Contact Point at 61 Yooringa Avenue, Norlane will increase residents’ ability to receive information and give feedback concerning decisions that affect their community and lives.

The Norlane Regeneration Project local team has been established and is based at the Community Contact Point. A primary objective of the local project team is to ensure the community is kept informed about the project through regular and easily accessible communication.
