Community Liaison Committees

The Victorian Government is committed to consulting with the community about redeveloping public housing estates.  For each redevelopment, a Community Liaison Committee (CLC) is established so you can have your say.

The role of the CLC is to:

  • find out what tenants and local residents want from the redevelopment
  • monitor progress and provide feedback from the community
  • help tenants and residents stay connected, involved and informed about the redevelopment
  • help connect relocated tenants to services
  • provide feedback/advice about tenant relocation and allocation policies

The CLC will receive regular progress reports and project timelines for:

  • planning, design and development
  • tenant/resident consultation
  • tenant relocation and unit demolition
  • private sector involvement

The CLC may create sub-committees when needed, to comment on issues such as concept design, detailed design and related topics.

The CLC will also help:

  • seek complementary development with local works and potential developments
  • discuss and develop opportunities for local government and local agencies to contribute
  • review the impact of redevelopment on community facilities (including shops, offices, transport, and schools) and other DHS programs and infrastructure. This could include the establishment of an evaluation framework
  • forward plan to indicate the projected requirements of tenants and new residents on existing support services in the local area

Communication

The CLC will establish links and regular information meetings with local tenants and interest groups.

It will also keep everyone informed with:

  • a regular tenant and community/resident newsletter approximately every 2 months, reporting progress and key issues, such as relocation processes
  • information sessions for local residents or tenants concerning key events
  • a project website

Term of Engagement

The CLC will be reviewed once a developer has been appointed and will have a continuing role throughout the project.

Proposed membership

The CLC requires a broad membership to properly reflect the diverse groups associated with such a big project.

Members will be required to declare and avoid conflicts of interest to help maintain community trust and confidence. A conflict of interest can be actual, potential or perceived.

CLC membership will include a Chair and Deputy Chair appointed by the Minister for Housing, with representation from local tenants, local government and the Office of Housing. Membership also includes representatives from local stakeholders such as business associations, local schools, Victoria Police, community services and other relevant government departments.
